Sports Policy 2008
GOVERNMENT OF BALOCHSTAN SPORTS ENVIRONMENT, AND YOUTH AFFAIRS DEPARTMENT
- At the Country level a National Sports Policy exists which provides policy guidelines to the Federating Units.
In devising the Provincial Sports Policy, the spirit of National Sports Policies have been kept in view to make it compatible with the rapidly occurring changes in sports sector in the Province of Balochistan.
The Provincial Sports Policy is focused to translate the dreams of Sports Sector into reality aiming at providing more space in addressing the issues in the light of new challenges.
This Policy aims at promoting sports in the Province of Balochistan by developing sports at grass root level. The declining standard of sports in the Province of Balochistan has deeply concerned the Government to take remedial measures to bring about changes to streamline the sports activities in the Province.
In the present set up Balochistan Sports Board, Balochistan Olympic Association, Provincial Sports Associations, departments and educational institutions are the main sports organizing agencies. Sports at District and Tehsil levels are mere formalities, and at times not held at all. The sporting facilities in the Province are also not up to the mark. Very few stadiums or gymnasiums with proper facility exist in the Province of Balochistan. Associations have their own constitutions and at times do not abide by the provisions, due to the monopolization of the office bearers occupying positions in the Association for decades. Even the Departments have not played its role in the recruitment of players to keep the sports traditions alive in the Province. The educational institutions are supposed to be sports nurseries almost ceased to produce

talented sportsmen who could replace our aging sports stars. All this has necessitated in looking inwards, and finding a solution to our declining standards in the sports sector.
- Mission Statement: The policy aims at promotion of sports at grass root level,
enhancing public affiliation with the teams, ensuring all tournaments originating from inter-club level and culminating at the Province level. The Provincial Government will appoint Sports Officer down to District/Tehsil with requisite staff to implement this Sports Policy.
3. Objectives of the Policy: The Policy envisages initiating sports at grass root
level. The people of Balochistan have almost lost interest in games organized at Provincial level, due to the poor standard of Sports. Besides other measures proper formation of genuine clubs on area basis is essential. The registration criteria of a club will be articulated by each Provincial Association. Clubs in a District/Tehsil must be registered with the District Sports Officer of the Balochistan Sports Control Board, deputed at District or equivalent administrative area for scrutiny for financial help and utilization of Government sporting facilities, where necessary. This will bring in mass participation and also help improve sporting abilities in the Province. This will also provide an opportunity to the young sportsmen to rise up and eventually be part of the Provincial/National teams.
4. Provision of Infra-structural Facilities: At present no proper facilities are available for sports activities at District level. Therefore under this Policy in future district focused developmental plans and projects will be included in the PSDP to hunt the talented youth from the grass root level.
- Role of Balochistan Sports Board: In addition to the tasks already being performed by Balochistan Sports Board, it will undertake the following tasks to assist in implementation of Sports Policy:
a. Balochistan Sports Boards will assist Provincial Sports Associations in holding of Provincial level tournaments by providing sporting facilities.

b. Assist Provincial Sports Association in selection of Provincial Teams. The Board is authorized to monitor closely the activity of all the Sports Associations and Balochistan Olympic Association.
C. The Balochistan Sports Board shall play the role of arbitrator in case of any dispute. Further on the request the Director Sports will nominate arbitrators to resolve the disputes.
d. Provincial Sports Boards will instruct District and Tehsil Sports Officers to organize local tournaments as enumerated above in coordination with the registered associations.
e. Construct Sports Complexes for these games down to every District Headquarters initially and afterwards to Tehsil Headquarters on availability of funds. However, these Complexes on completion will be handed over to District Governments under the supervision of District Sports Officers for the purpose of proper maintenance and use.
f. The Sports Board will monitor the entire Election process of the sports associations and verify the legality of the associations.
g. The Sports Board will register only those sports associations whose activities and organizational setup exists in at least Seven (7) Districts in line with the Policy guidelines fulfilling the set criteria.
h. The Sports Board will provide financial aid and other facilities to the registered sports associations and clubs. At the end of all competitions held by the Associations they have to render the detail of their accounts out of grant in aid and other public funding. In case of violation the registration of the concern association will be cancelled.
F. The Sports Board will be associated while selecting and sending Pakistan’s Contingent to different National/International sports event like Olympic, Asian Games etc.

6. Role of District Government: All the District Governments in Balochistan will issue their own nstructions in line with this policy for its implementation. All the District Governments will promote the popular games as well as indigenous games in their jurisdiction.
a. District Administration will play the key role in implementing this Policy.
b. They will coordinate holding of tournaments at district level and Tehsil level.
C. They will ensure maintenance and availability of sports infrastructure to conduct these tournaments.
d. They will assist Sports Officers and members of local associations in raising funds for the tournaments and training of their respective teams.
e. They will provide all possible assistance for training of teams for their districts or Tehsils, as the case may be.
f. Due recognition will be given to these District administration officials for meritorious performance in the field of Sports.
g. They will formulate/prepare and submit project proposals regarding infrastructural development for their concerned Districts/Tehsils to the Government/PSDP. Provincial
h. Each District Government shall earmark sufficient budget for the promotion of Sports in the District.
- Role of Educational Institutions: In the Policy the involvement of Education Department with the Sports Department will be of vital importance. In the past Sports Department used to be an integral part of the Education Department. In the light of new developments in the Sports sector it has been bifurcated from Education Department. In this regard certain irritants exists which need to be removed in the Policy by incorporating the following:-

a) Close liaison with Education Department
b) Holding different competition in coordination with Education Department
c) Formation/Constitution of a Sports Cell under the Chairmanship of Secretary Sports Department with the Director School and Director Colleges as its members.
i) Similar kind of a Cell will be set up at District level wherein the District Coordination Officer as Chairman, Executive District Officer (Education), District Officer Community Development and District Sports Officer will act as members.
ii) The Sports Cell shall carry out all general sports activities.
iii) All the Sports activities will be monitored by the relevant sports cell.
a. Education Department will create a Sports Cell to monitor all sports activities of Boards of Intermediate and Secondary Education in implementing instructions pertaining to educational institutions. The Sports Cell/In charge already established at every University will monitor all the activities at its own level. Higher Education Commission will monitor all the activities at University level.
b. Every School to participate in minimum of 6 games including Martial Arts. Each College must have at least 8 teams including Athletics.
C. The choice of selecting Games will be of the concerned Education Institution.
d. All schools to organize proper games in games period, a minimum of two periods per week.

e. All schools, colleges and equivalent institutions and above, to create sports facilities or get affiliated with sports grounds within one year. Failure to do so will make these schools and colleges liable for legal action deeming appropriate by the Education Department.
f. The Education Department to establish a separate unit within the directorate to handle and monitor sports affairs preferably headed by an officer in Basic Pay Scale 19.
- Games selected for Club based Tournaments: The Policy of holding Club based tournaments will be applicable to all the Provincial Sports Association, formed on club basis and affiliated with Balochistan Sports Board (BSB).
- Tournaments to be organized: The Provincial Sports Association affiliated with BSB should organize Provincial Senior, Provincial Junior/Youth and Provincial Women Tournaments (where applicable) every year. Calendar of activities for the next Calendar year will be issued by each Sports Association latest by 1st July every year. Following sequence of action will be adopted at various tiers:-
a. Club Tournaments:
(1) These will be held by District and Tehsil Associations where feasible in close coordination with District Sports Officers and District Government Officials.
(2) Registered Clubs in Districts will participate in the Tournaments.
(3) After holding these Tournaments, District teams will be formed to participate in Provincial level Tournaments.

Inter District Tournaments:
(1) On culmination of Club level Tournaments, district teams will be formed which will participate in Inter District Tournaments.
(2) Inter District Tournaments will be organized by the Provincial Sports Associations of that games in coordination with Balochistan Sports Boards.
(3) At the end of these Tournaments, a team will be selected to represent the Province.
C. Provincial Tournaments
(1) On formation of District teams, Provincial Tournaments will be organized by Provincial Sports Association of respective games. One team each from Districts and one team each from affiliated departments will participate.
(2) Provincial Sports Association will hold these tournaments in coordination with Balochistan Sports Board.
(3) On culmination of Provincial level Tournaments, Province Teams will be selected to participate in National Tournaments.
Inter School Tournament
These will be held by Director Schools/ Executive District Officer (Education) in close coordination with District Sports Officers. The Tournaments will be organized for both Primary & Secondary level students separately at each District. Later on the same will be extended to the Provincial level where every District in Balochistan will take part.

e. Inter Colleges:
These will be held by Director Colleges/ Executive District Officer (Education) in close coordination with District Sports Officers. The Tournaments will be organized at each District. Later on the same will be extended to the Provincial level where every District in Balochistan will take part.
Balochistan Sports Associations: Balochistan Sports Association will be restructured on the following lines, within one year, namely:-
a. Applicable to Balochistan Sports Association
(1) Their voting members and executive bodies will comprise District Associations and corresponding Departmental Associations with two votes each. Tehsil Associations will have one vote each.
(2) They will raise and organize District Associations, where not in existence presently, within one year of issue of this policy.
(3) Provincial Associations will be elected directly by District Associations. Quetta District Associations will be elected by the Clubs.
(4) District/Tehsil Associations will be elected by member clubs!
(5) Tenure restriction of Office-Bearers:
(a) The tenure of any member of Association will be of four years only.
(b) President, General/Honorary Secretary and the Treasurer will be allowed a maximum of two tenures, in any office of the Association, after which they will become ineligible for holding the same posts of that particular Association. However, they will be allowed to contest for next higher Post of the Association.

(c) Tenure restrictions will not be applicable on the office-bearers of the Associations holding posts of President or Secretary of World/Asian/National Federations.
(d) An office bearer of one Association, except the representatives of departments, will not be allowed to be a member of any other Association within the country. He will however be allowed to hold office in National/ International Federations or Associations without any bar.
b. Women Sports: All Sports Associations will organize appropriate sports for women. Women Wings (where feasible) will be created in Associations. The phenomenon/formation of separate autonomous Women Sports Associations (where feasible) will be encouraged.
C. Elections as per this Policy:
1) All Associations will organize themselves in line with this policy by holding elections from club level upwards in all Tehsils/Districts or corresponding administrative units of the Province. The associations will request the Sports board well in time for observance and monitoring of the election process.
2) Representatives of Balochistan Sports Board will be invited as under:-
a) Election of Provincial Associations Rep. of Balochistan Sports Board
b) Election of District Associations District Sports Officer

c) Election of Club District Sports Officer
3) Associations may ask for any assistance from Balochistan Sports Board as deemed necessary for conduct of smooth elections to form sporting bodies from District upwards in line with this policy.
4) Without the presence of the duly authorized representative of the Balochistan Sports Board during the process of election of the Provincial Association the authenticity of election will not be validated.
5) At least Seven (7) elected District Association will vote for relevant Provincial Sports Association.
6) The District nominee must have certificate issued by the District Sports Officer/DCO of the respective District.
d. One individual will be allowed to represent one club, or district only. Violator will be liable to disciplinary action by the Balochistan Sports Board, as the case may be.
e. The implementation of these instructions will be completed within one year of issue of this policy.
- Balochistan Olympic Association:
a. These will be elected by constituent Provincial Sports Associations and Departments.
b. The tenure of any office bearer of these committees will be of four years.
C. President, General Secretary and Treasurer will be allowed two tenures only. They will become ineligible for any office after two tenures and must vacate their position for new incumbents. However, an individual will be allowed to contest for next higher Association at any time.

- Sports Academies: On availability of funds, Balochistan Sports Board will
- create academies (Residential) in selected games at Quetta. Possibly of one academy will be created by each District based on local talent:-
a. Boys of 12 years of age in class 7th, will be selected and put in these academies.
b. These academies will hire the services of the best coaches, and International level sporting infrastructure will be created for their use.
C. Students, besides going through normal academic pursuits, will be trained on most modern lines in various sporting disciplines.
d. Students who will complete F.A./F.Sc in these academies by the age of 18 years, will have undergone enough training to be part of Provincial/National Teams.
e. These will be residential academies run on the lines of Cadet Colleges.
f. The main stress in these academies will be on sports.
- Enhancement of Grant in aid/Budget:
- In the policy priority is given to the Districts in the Province where sports activities are lacking or if available need renovations. The Finance Department Government of Balochistan should accord top priority allocating sufficient budget for coping with the rapid changes in Sports sector.
- Social corporate responsibility:
- Possibility of the involvement /sponsorship from the private sector will be explored to promote the game. As in the rest of the country the private sector/Autonomous bodies are playing a pivotal role and established teams for different games.

- Public Private Partnership:
- For promotion of the sports in the Province Public Private Partnership ventures will be encouraged.
16. Gender Equity: Gender equity will be observed in letter and spirit.
- Training/ Coaching Local and International:
- Maximum opportunities will be provided to players, coaches and Sports Board Official to seek training for enhancing their capacities.
- Holding of International competitions/matches:
- The committee comprising of the following will be constituted to monitor the organizing process.
a) Additional Chief Secretary (Dev) Chairman
b) Secretary Finance Department Member
c) Secretary Education Department Member
d) Secretary C& W Department Member
e) Secretary Sports Department Member /Secretary
- Holding of Workshop/Seminars etc:
- The Balochistan Sports Board will organize workshops/Seminars on different issues of sports in this Province.
- Registration:
- All the Provincial Sports Associations fulfilling the criteria set in this policy shall be registered with Balochistan Sports Board. Similarly the District Association shall be registered with relevant District Government through District Sports Officer & EDO (Community)
- Penalty:
- The registration of the Sports Associations will be cancelled by the Sports Department/Balochistan Sports Board and relevant District Administration. If any activity carried out in violation of this policy.

22. Conclusion: This policy will invariably give opportunity to our sportspersons to excel beyond any frontiers and achieve laurels at International Level in the coming years. The Government of Balochistan, however, reserves the right to modify any of the above, staying within the main parameter of this policy.
